As of yesterday, the Postal Services Board of Governors is down to just the Post Master General and the Deputy Postmaster General as Chairman James Bilbray term expired. https://about.usps.com/who-we-are/leadership/board-governors-bios.htm#p=1

The Postal Service is, by statute, supposed to have nine governors on its board to make major decisions for the agency. The Senate has not confirmed a member to the board of governors since 2010.

On December 8, Government Executive posted their recent update on the topic.
