Chaffetz has been a key player in getting two bills to move past markup. If and when they would go to the full house after the Ways and Means review is unknown.

H.R. 756 – To restore the financial solvency and improve the governance of the United States Postal Service in order to ensure the efficient and affordable nationwide delivery of mail, and for other purposes.

H.R. 760 – To amend title 5, United States Code, to provide for certain index fund investments from the Postal Service Retiree Health Benefits Fund, and for other purposes.

The impact of his announcement on reform is unknown. I would speculate, but that would just mean the opposite would happen.
